A story about love and freedom (Dutch version below – Nederlandse versie na Engelstalige versie)
There is something on my heart which i feel i want to share … Something personal from which I feel I need to share it concerning a process I am going through with my wife Kristine … I also want to invite you if you feel like it to share it, discuss it in your local community, think about it, talk about it with people you know, … if you feel like the topic interests you … Because this topic is maybe about something you have no idea about because it is something you don’t face … maybe it is also a good timing that it happens now and to write about it because on Sunday there are upcoming elections in Belgium … it can be a story to think about love and freedom in our world regarding tot he current bureaucracy … because this topic also concerns the question how free we are in this world?
I want to share a personal experience which probably a lot of other people are also going through in different or similar ways … This is an individual story which is connected with a collective story concerning the world we are living in … First of all i feel blessed in this life to have met the love of my life … Something i wish to everybody … As love is probably the most beautiful and the essence of life … Concerning our love … I was born in Belgium and my wife Kristine is born in Armenia … As i already told in previous blogs we don’t feel borders in our love … But in the world we live there are borders … And now we are faced with the shadowside of bureaucracy … our dream is to freely go where we want to go and which is probably a desire a lot of people feel … Our personal desire is alslo to be able to go in freedom to both countries we were born …
For me that is in general more easy as i have a Belgian ID card which is like a free key to every place in the world … or let’s say most places … For Armenia for example i can just have a stamp on arrival in and stay for 6 months without any formalities … For my wife Kristine it is another story to come to Belgium … Because she is Armenian she is more limited in travelling … And i want to share something about that … for example now we want to apply for a Visa D (long term Visa) for Belgium to be able to go together to Belgium for longer term … I was surprised through what you have to go for applying this Visa … As there is no Belgian Embassy in Armenia everything is going through other embassies … for the long term Visa for Belgium that is the embassy of Belgium in Moscow …
Towards long term visa it means we have to get in contact with Russia … In order to know the exact procedure it means we have to call and be in contact with the Embassy of Belgium in Moscow … where they in most of the cases only speak Russian or English … and where the official website is only in English and Russian … So no Armenian, Dutch, French or German which are the official languages of Belgium and Armenia … Which for us is fortunately no problem because we are able to communicate in this languages … but i can suppose for other people can be an issue … if you call for information you get in contact with different agents all the times which say different opinions about procedures and information that is sometimes very different and not matching also with the online official website …
Then about the documents for asking for the Visa … We prepared a file with all necesarry info about incomes, health insurances, personal informations, family situations, … in total it became a more then hundred pages file to deliver all documents asked … and we had to pay 200 Euro for the Visa application … and taking into account all the hours of calling and being sent from A to B and back and no personal service or clear info at all … then recently came a more big surprise when we called recently for a question about the delivery of the Visa documents … a few weeks ago it was possible to sent all documents with post to the embassy of Moscow but now suddenly they say that law changed and you have to come in person to Moscow if you are not a Russian citizen … but this is all not stated on the official website … there the postal application seems still possible … so different information on official canals which for me personal seems pretty unprofessional if you want to establish this rules … so how should people understand what to do in this bureaucracy system that seems to loose itself in its own spiderweb? info is very unclear and most of all very unpersonal … so in reality it means also that all inhabitants from all former sovjet countries in the region that want to have a long term Visa for Belgium have to come to Moscow in person …
So this means flying or go to Moscow to only deliver the papers as the visa application is made by an online application … this means making a thousands kilometer trip flying to Moscow for just bringing papers and ID card … giving the ID in Moscow also means not being able to leave the country for Kristine without ID as they also need the ID … so you need to fill in a special form that you can get your ID back in a few days after going to Embassy and you can go back then … But that is step one … Then the Visa procedure start and documents are checked in order to receive visa yes or no … the decision of the Visa can take about 1 month to 6 or 9 months for decision as stated on the official website and as given in information by people from Embassy … when the Visa is delivered you then have to go back to Moscow for collecting the Visa again they told me when i called … which is pretty absurd … so that means next to the Visa fee of 200 Euro hundred of euros more for flying also … and this for a Visa!!!
If i am honest this whole procedure is pretty absurd and honestly makes me a little bit angry … having to travel for thousands of kilometers to just deliver papers … also knowing that Kristine has been to Europe in the past a lot and there are finger prints from that and plenty of Schengen Visa’s so they can easily trace al her info … going to Moscow for an Armenian citizen for a visa for Belgium just to deliver documents after filling in the online application and knowing that all registered info is already in EU databases … she made fingerprints a lot in the past and had multiple schengen visa’s in the past … Funny world … what i feel is that in this whole story we are partly victim also of an Europe – Russia issue … because for example Georgia which is next to Armenia has no visa requirements for travel to Europe because of geopolitical issues with Russia …
But in Armenia until beginning of this year before the revolution Armenia was ruled by corrupt Russian oligarchs and Armenian people were corrupted for years by Russian politicians and oligarchs … so the Russian – European issues also has consequences on this level … so on some way it seems like we are in the middle of Europe – Russian political issues also, as on an individual level it implicates also this Visa story … and it is getting actually pretty funny if i try to see it as a big joke … the irony is that Armenian people don’t need Visa for Russia … but now if i would like to join Kristine to go to Moscow i am the person that needs to request for a Visa for Russia because i have Belgian ID … for which i need to pay more then 100 Euro … need invitation letter which also should be paid and so on … in some kind of way it makes my laughing ironically if i face this spiderweb of bureaucracy and how limiting it is … where is the freedom in all of this?
We try to see this all in a bigger picture and as a reason to maybe go to visit Moscow and Russia also because it would be stupid to make a thousands kilometers trip just to deliver documents … we try to see it in a positive way but if i am honest it also makes me sometimes angry and sad at the same time … if i am honest it really touches me deeply … and i can imagine that for a lot of people this is very difficult also and that is why i dediced to share it … and also to open the topic … because how free are we in this world of bureaucracy?
By sharing this experience i want to open this topic as probably a lot of people are going through this … it feels also like a good occasion to question our laws and politics? How free our governments want us to be in reality? And how much are honest persons infected by criminal behaviour and people abusing rules? It is also a good question for what are we choosing if we go voting for a political party?
It makes me very angry sometimes and in the end the only thing we want is to be free to go … honestly it is not always easy to put it in a bigger context because we are facing this now … i feel gratitide that i can now be in Armenia … that i can be here because i am working as an independent … because i can imagine how more difficult it could be being separate or if i would be stuck in a fixed job in Belgium … in this case of bureaucracy it can even mean that a person applying for Visa misses the birth of his own child because of the process … it makes me a little sad this procedure … and that all because we are born in a different country … all we want is to travel free from Armenia to Belgium and back and to share time in both countries in which we were born …
but the thing is that if you are honest you have to go through a whole procedure … i feel that we as persons that really love each other are the victims from people abusing the system, political issues, … it looks like the system is made to abuse it because in a lot of ways you can easily misabuse this system … and that touches me the most … that in this whole stupid game of bureaucracy honesty is not rewarded … but what i believe that in the end truth will conquer all and that truth is going beyond all illusions … and that it is my task also to stand up for the truth and to speak about this … because if nobody shares nobody knows …

Een verhaal over liefde en vrijheid (Dutch version – Nederlandse versie)
Er leeft iets in mijn hart waarvan ik het gevoel heb dat ik het wil delen … Iets persoonlijks waarvan ik vind dat ik het moet delen betreffende een proces dat ik doormaak samen met mijn vrouw Kristine … Ik wil je ook uitnodigen om dit bericht te delen als je voelt dat je dit wil, om het te bespreken in je lokale gemeenschap, erover na te denken, erover te praten met mensen die je kent … als je voelt dat het een onderwerp is dat je interesseert … Omdat dit onderwerp misschien over iets gaat waar je geen idee van hebt, omdat het is iets waar je niet mee geconfronteerd wordt … misschien is het ook een goede timing dat dit zich net nu aandient met de komende verkiezingen nu zondag in Belgie … het kan dus ook een verhaal zijn om na te denken over liefde en vrijheid ifv bureaucratie … en de vraag hoe vrij we zijn in deze wereld?
Ik wil hierbij dus een persoonlijke ervaring delen waar waarschijnlijk ook veel andere mensen op verschillende of vergelijkbare manieren doorheen gaan … Dit is een individueel verhaal dat verbonden is met een collectief verhaal van de wereld waarin we leven … Allereerst voel ik me gezegend in dit leven om de liefde van mijn leven te hebben ontmoet … Iets wat ik iedereen toewens … Omdat liefde zonder meer het mooiste alsook de essentie van het leven is … Betreffende onze liefde … Ik ben geboren in België en mijn vrouw Kristine is geboren in Armenië … Zoals ik In eerdere blogs al gezegd heb voelen we geen grenzen in onze liefde … Maar in de wereld waarin we leven zijn er wel grenzen … En nu staan we voor de schaduwkant van de bureaucratie … onze droom is om vrij te gaan waar we naartoe willen en dat is waarschijnlijk een verlangen dat veel mensen voelen … Het is onze persoonlijke wens om ook in vrijheid te kunnen gaan naar beide landen waar we zijn geboren …
Voor mij is dat over het algemeen eenvoudiger omdat ik een Belgische ID-kaart heb die zo goed als een sleutel voor elke plaats in de wereld is … of laten we zeggen de meeste plaatsen … Voor Armenië bijvoorbeeld kan ik gewoon een stempel bij aankomst verkrijgen in mijn pas en 6 maanden blijven zonder formaliteiten … Voor mijn vrouw Kristine is het een heel ander verhaal om naar België te komen … Omdat ze Armeens is, heeft ze meer beperkingen in reizen … En daar wil ik iets over vertellen … we willen nu bijvoorbeeld een Visa aanvragen D (langetermijnvisum) voor België om voor langere tijd samen naar België te kunnen gaan … Ik was verrast door wat je moet doen om dit visum aan te vragen … Aangezien er geen Belgische Ambassade in Armenië is gaat de LT visa via Rusland …
Om de exacte procedure te kennen, moeten we contact opnemen met de Ambassade van België in Moskou … waar ze in de meeste gevallen alleen Russisch of Engels spreken … en waar de officiële website alleen in het Engels en het Russisch is … Dus geen Armeens, Nederlands, Frans of Duits, dat zijn de officiële talen van België en Armenië … Wat voor ons gelukkig geen probleem is omdat we kunnen communiceren in deze talen … maar ik kan me voorstellen dat voor andere mensen dit een probleem kan zijn … als je voor informatie belt, kom je in contact met verschillende agenten die verschillende meningen geven over procedures en informatie die soms heel anders is en niet overeenkomt met de online officiële website …
En dan over de documenten … We hebben een dossier gemaakt met alle nodige informatie over inkomens, ziektekostenverzekeringen, persoonlijke informatie, gezinssituaties, … in totaal werd het een bestand van meer dan honderd pagina’s … en we moesten 200 euro betalen voor de Visa-aanvraag … uren bellen en verzonden worden van A naar B en terug en helemaal niet persoonlijk en duidelijk … toen kwam onlangs een grotere verrassing toen we onlangs belden voor de aflevering van de Visa-documenten … een paar weken geleden was het mogelijk om alle documenten met post naar de ambassade van Moskou maar nu zeggen ze plotseling dat de wet is veranderd en je moet persoonlijk naar Moskou komen als je geen Russisch staatsburger bent … maar dit staat niet op de officiële website … daar lijkt de postapplicatie nog steeds mogelijk is … dus verschillende informatie over officiële kanalen wat voor mij persoonlijk vrij onprofessioneel lijkt … dus hoe moeten mensen begrijpen wat ze moeten doen in een bureaucratisch systeem dat zichzelf lijkt te verliezen in zijn eigen spinnenweb? dus in werkelijkheid betekent dit dat alle inwoners van voormalige Sovjet-landen in de regio die een langetermijnvisum voor België wensen te verkrijgen, persoonlijk naar Moskou moeten komen …
Dus dit betekent vliegen of naar Moskou gaan via een andere weg enkel om de papieren af te geven want de applicatie zelf gaat via een online systeem … dit betekent een reis maken van duizenden kilometers naar Moskou voor enkel het afleveren van papieren en een identiteitskaart gezien alles online gaat samen met de betaling … het geven van de ID in Moskou betekent ook niet het land zonder ID kunnen verlaten voor Kristine, dus je moet een speciaal formulier invullen zodat je je identiteitskaart binnen een paar dagen kunt terug krijgen … Maar dat is stap één … Dan start de visumprocedure en worden documenten gecontroleerd om ja of nee visum te krijgen … de beslissing van de visum kan ongeveer 1 maand tot 6 of 9 maanden duren om te beslissen … wanneer het visum wordt afgeleverd, moet je dan terug naar Moskou voor het opnieuw ophalen van de Visa … dus dat betekent honderden euros extra voor transport ook … en dat voor een Visa !!!
Als ik eerlijk ben, is deze hele procedure behoorlijk absurd … duizenden kilometers moeten afleggen om alleen papieren te bezorgen want de hele applicatie gaat online … ook wetende dat Kristine in het verleden veel naar Europa is geweest en er zijn vingerafdrukken van haar en veel Schengenvisa’s zodat ze makkelijk alles kunnen opvragen … naar Moskou gaan voor een Armeense burger voor een visum voor België om alleen documenten voor een online applicatie af te leveren wetende dat alle geregistreerde informatie al in EU-databases staat … Grappige wereld … wat ik voel is dat in dit hele verhaal we ook deels het slachtoffer zijn van een kwestie Europa – Rusland … omdat bijvoorbeeld Georgië dat naast Armenië ligt geen visumvereisten heeft voor reizen naar Europa vanwege geopolitieke problemen met Rusland … de rol van Rusland is in dit verhaal niet te onderschatten …
In Armenië tot het begin van dit jaar voor de revolutie werd Armenië geregeerd door corrupte Russische oligarchen, … wat ook implicaties heeft voor de Russisch-Europese kwesties … het lijkt alsof we ons tevens in het midden van Europa-Russische geopolitieke kwesties bevinden … dus op een individueel niveau heeft het ook invloed op ons visumverhaal … en het wordt eigenlijk best wel grappig als ik het als een grote grap probeer te zien … de ironie is dat Armeniërs geen visum nodig hebben voor Rusland … als ik me bij Kristine zou willen voegen om naar Moskou te gaan ben ik de persoon die een visum moet aanvragen … waarvoor ik meer dan 100 euro moet betalen … een uitnodigingsbrief nodig heb en bijhorende kosten … op een of andere manier moet ik groen lachen als ik aanschouw hoe beperkend dit bureaucratische spinnenweg is …
We proberen dit alles in een groter plaatje te zien en ook als een reden om misschien Moskou en Rusland te bezoeken, ook omdat het stom zou zijn om een reis van duizenden kilometers te maken om documenten af te leveren … we proberen het op een positieve manier te zien, maar als ik eerlijk ben maakt het me ook boos en verdrietig tegelijk … het raakt me diep … en ik kan me voorstellen dat dit voor veel mensen ook erg moeilijk is en dat is waarom ik heb besloten het te delen … en ook om het onderwerp te openen … want hoe vrij zijn we in deze wereld van bureaucratie? Door deze ervaring te delen wil ik dit onderwerp openen omdat waarschijnlijk veel mensen dit doormaken … het voelt ook als een goede gelegenheid om onze wetten en politiek in vraag te stellen? Hoe vrij willen onze regeringen dat we in werkelijkheid zijn? En hoe zijn eerlijke personen de dupe van mensen die regels misbruiken? En waarvoor kiezen we als we straks gaan stemmen?
Het maakt me bij momenten heel boos omdat het enige dat we willen is om vrij te zijn om te gaan … eerlijk gezegd is het niet altijd gemakkelijk om het in een grotere context te plaatsen omdat we hier nu mee geconfronteerd worden … ik voel dankbaarheid dat ik nu in Armenië ben … dat ik kan hier zijn omdat ik als zelfstandige actief ben … ik me kan voorstellen hoe moeilijk het kan zijn om gescheiden te zijn zonder te weten wanneer je elkaar kan zien … in dit geval van bureaucratie kan het zelfs betekenen dat een persoon die Visa aanvraagt de geboorte van zijn eigen kind mist vanwege de proces … het maakt me een beetje triest deze procedure … want wat we willen is om vrij te reizen van Armenië naar België en terug en om tijd te besteden in de landen waarin we zijn geboren … maar het ding is dat als je eerlijk bent, je een hele procedure moet doorlopen … ik vind dat we als eerlijke personen het slachtoffer zijn van mensen die het systeem misbruiken, politieke kwesties, … het lijkt erop dat het systeem is gemaakt om het te misbruiken … en dat raakt me het meest … dat in dit hele stomme spel van bureaucratie eerlijkheid niet centraal lijkt te staan … maar wat ik geloof dat uiteindelijk waarheid alles overwint en doorheen alle illusies gaat … en dat het mijn taak is om hier ook over te schrijven … want als ik het niet deel dan blijft het ook in de onwetendheid …
Deel dit bericht gerust met andere personen als je daar zin in hebt, voel je vrij om erover te praten, … Voel je vrij om jezelf de vraag te stellen voor wat je stemt dezer dagen? In welke wereld wil je leven? Door dit te delen wil ik dit onderwerp openen over liefde, vrijheid, … Om te delen wat we nu persoonlijk doormaken … ik probeer alles in een groter geheel te zien, maar eerlijk gezegd is het soms moeilijk … want hoe vrij zijn we werkelijk in deze bureaucratische wereld? het goede is dat het onze liefde nog sterker maakt … een liefde die voorbijgaat aan tijd en ruimte en zich in het hart afspeelt … bureaucratie in functie van het hart voor de toekomst? Het zou mooi zijn …
